TFDA GMP vs. ISO vs. Self-Declaration?
One Table to Understand Manufacturing Compliance Risks

In the 2026 new cosmetics regulatory era, choosing a contract manufacturer isn't just about price — it's about "safety." The TFDA implements tiered management for factories with different qualifications, directly affecting your brand's inspection frequency and risk.

Recommended

TFDA Cosmetics GMP

Official On-Site Inspection Certified

  • Taiwan's Highest Official Standard: Taiwan's highest official standard: On-site inspection by TFDA officials.
  • PIF Mandatory Compliance: Strict PIF compliance review: Rigorous review of PIF compilation capability.
  • Government Endorsed: Government-backed: Highest credibility, #1 in consumer and channel trust.
Future Inspection Risk Low Risk

ISO 22716

International Standard (Private Certification)

  • Internationally Accepted: Internationally recognized: Suitable for export trade, globally accepted cosmetics GMP standard.
  • Private Certification: Private certification: Audited by third-party bodies like SGS, Intertek.
  • Official Perspective: Official perspective: TFDA still treats it as general factory management, with higher regulatory scrutiny than TFDA GMP factories.
Future Inspection RiskMedium-High Risk

Self-Declaration

Manufacturer Self-Statement

  • Written Statement Only: Written statement only: Manufacturer signs documents stating "I comply with GMP."
  • No External Audit: No external audit: Lacks third-party or official on-site verification.
  • Priority Inspection Target: Priority inspection target: Highly likely to be placed on priority surprise inspection list.
Future Inspection RiskHigh Risk

Why this matters to your brand

According to TFDA planning, the future post-market inspection mechanism will adopt "risk-based tiering." Factories with TFDA official GMP certification are considered excellent operators, with lower inspection frequency (low risk).

This is the practical difference for exporters: a government-issued GMP certificate is what enables official export documentation. Factories operating on self-declaration alone cannot produce the government-backed paperwork that importers and customs authorities in many markets ask for — which is where shipments get held up.

Will a Taiwan GMP certificate work in your market?

REJECTED

What overseas buyers usually ask

"We're not familiar with Taiwan's TFDA GMP. Our importer asks for documentation that customs will accept — is this certification going to hold up?"

Government-audited, and built on the ISO 22716 standard

Taiwan's cosmetic GMP is written on the basis of the ISO 22716 international standard — that is the regulator's own description of it. The difference is who audits: ISO certification is issued by commercial certification bodies, while TFDA GMP is inspected and granted by Taiwan's national health authority. It is not a certification most manufacturers here hold. Taiwan's FDA publishes the full list of certified facilities, and it is a short one.

It is what lets us issue your Certificate of Free Sale

Exporting to various countries (including Southeast Asia, EU) often requires a Certificate of Free Sale (CFS). Factories with TFDA GMP qualification have the smoothest process for obtaining official CFS documents — an official credibility advantage that factories with only private ISO certification cannot match.

Proven in practice: our clients are on European shelves

We've actually helped clients successfully register on the EU CPNP and launch in European physical retail channels using TFDA GMP inspection reports and comprehensive PIF documents. "Government Issued" documents often carry more weight at international negotiation tables than private certification body certificates.

Our Milestone

GMP is Dynamic Evolution, Not a Static Certificate

We've been through three rounds of official inspections, constantly growing, all to give you the most reliable quality.

2019

New Factory Established · Voluntary GMP

Misatsu's new factory opened. Before regulations mandated it, we proactively built our facilities to exceed standards and voluntarily applied for GMP, demonstrating our absolute commitment to quality.

2022

Official Inspection · Proven Excellence

Passed the TFDA official on-site inspection. This was our quality system's first major exam, proving that both hardware and software fully meet national standards.

2025

Continuous Improvement · Third Certification

As regulations tightened (full PIF implementation), we once again passed official inspection with flying colors. These three certifications prove: Misatsu never stops improving — we're your most reliable partner.

Philosophy

Not competing on capacity, only helping you build: "Long-lasting brand equity."

We define ourselves as "solution providers." We know that below-market-rate quotes often hide corners cut and regulatory risks you can't see.

While others compete on who can offer cheaper OEM rates, what we care about is: When market inspections come, can your products withstand scrutiny? When consumer complaints arise, does your factory stand behind you?
